What does the amended law actually ban?
The amendment names two separate acts.
Unfair selling (부정판매, bujeong panmae) means reselling above the purchase price, habitually or as a business. Unfair buying (부정구매, bujeong gumae) means acquiring tickets for resale by bypassing or obstructing the normal purchase process.
The change that matters is in the first one, and it is the single thing to know about the korea ticket resale law as it now stands.
Macro software — a korea concert ticket bot, in the phrase fans use — is no longer part of the test. Before the amendment, enforcement generally had to show that automated software had been used to grab the tickets. According to the official explanation of the amendment, that is no longer required. Is a face-value transfer still allowed?
The Ministry of Culture, Sports and Tourism has said that ordinary transfers between individuals at face value are not the target of this law. It also said that passing a ticket on at cost plus the booking fee is not treated as selling above the purchase price.
The other end is stated plainly too. Selling even one ticket at twice its face value or more can make a private seller subject to sanction. Being an individual with a single ticket is not a defence once the price doubles.

The 102,000 won ≈$74 row is an illustration of the booking-fee principle, not a published fee schedule; actual booking fees differ by seller. The ministry's own stated default, incidentally, is not to sell at all. If you cannot attend, cancel.
Will a resold ticket get you through the door?
Here is the part that catches visitors, and it has nothing to do with the law.
Many Korean concerts now require that the name on the booking match the person walking in. Staff check identification at the entrance, and if the names differ, entry can be refused. Some shows go further and issue mobile-only tickets with the gifting function switched off, which removes any legitimate way to transfer the ticket at all.
Read that against the previous section and the gap becomes obvious. A face-value transfer can be entirely lawful and still be worthless, because the promoter, not the law, decides who gets through the gate.
So check the promoter's notice before you check the price. The official booking page for each show states whether transfers are permitted and whether identity is verified on entry. That notice, not the resale listing, is what determines whether you will be admitted.
Does the law reach buyers living outside Korea?
Reporting on the amendment has noted that people resident abroad are difficult to reach, because Korean criminal law generally applies to acts committed within Korea.
Keep in mind that this describes a limit on enforcement, not permission. It does not make a marked-up ticket valid, and it does nothing about the identity check described above. If the name on the booking is not yours, the practical outcome is the same wherever you live.
How does reporting work, and what are the rewards?
Reports are taken online only. Telephone and email submissions are not accepted. The ministry runs a combined report centre at culture.go.kr, with the popular-culture stream handled through ent.kocca.kr and the sports stream through cleanpass.kspo.or.kr.
A report has to identify the specific transaction. That means details such as a seat number or booking number, together with evidence like a screenshot of the listing or the chat in which the deal was made. A general complaint that somebody looks like a scalper will not get far.
The reward figures have been widely quoted, and they are real, but they are two different things:
- Reporting unfair buying carries a reward of up to 50 million won
- Reporting unfair selling carries a reward of up to 50 percent of the surcharge imposed on that seller
50 million won is a ceiling, not a payout. We could not find published conditions for qualifying, nor any record of amounts actually paid.
One more figure belongs here, because leaving it out would make the enforcement picture look better than it is. A 2025 National Assembly audit found roughly 480,000 scalping reports in the sports sector had produced zero punishments. That predates this amendment and covers sport rather than concerts. It is still the most recent measurement of what reporting has achieved, and it is why we are not telling you that reporting now guarantees a result.
What happened in the case announced on 16 September?
On 2026-09-16, Gyeonggi Bukbu Provincial Police announced they had arrested a man in his mid-thirties. Over roughly seven years he resold about 2.4 billion won worth of tickets, some at up to thirty times face value, using macro software and accounts registered to seven family members. BTS, Stray Kids and Seventeen shows were among the tickets named, along with overseas acts, musicals and football matches.
One detail is worth stating precisely, because headlines have blurred it. The charge applied was obstruction of business. The conduct predates the amendment, so this is not a case brought under the new Performance Act provisions, and it should not be read as an example of how they will be enforced.
The following morning the President said scalping proceeds would be traced and recovered. Enforcement attention is clearly rising. What that produces in practice is not yet measurable.
What could we not confirm?
Korea ticket scalping laws are new enough that three things stayed open after a day of checking.
No source defines how many sales make conduct habitual. The explanations available describe it as a tendency to repeat, and further detail is still to come. If you find a guide that names a number, check where that number came from.
The surcharge band is published as two to fifty times, but we could not find the table that maps ticket counts and amounts onto a specific multiplier.
The scope is narrower than the coverage suggests. Cinema tickets, hotel vouchers and KTX rail tickets fall outside this amendment, and reporting has described workarounds in which a ticket is bundled as a free gift alongside some nominal item.
